Are you saying it folds because it won't retract, or that the fold is jamming it and stopping it retracting?
If the latter then all you need to do is gently assist it to pull back without folding.
Mine is the same and I just accept it is an 18-y-o mechanism and needs a little help.

It folds over and jams in the feeder slit thing
Also the seatbelt reel is very week, doesn’t pull the seatbelt back with much force

The solution to this problem is surprisingly easy.
You need to wash your seatbelt. Sounds silly, but if you go to YouTube and do a search for Seatbelt won't retract, you get Dozens of videos explaining the problem and the cure.
