Rust on rear arch

I have a red 2005 Z4 where the off side rear arch paint has started to bubble.

What would be the best option to fix this.

Paint
Replace wing. (Cost)
Cut out and patch and paint.
 
Rust spot is probably fixable but depends what it's like underneath as well . Is it by the arch edge?

I'd take to a body shop and get it done properly. It might be a previous repair that wasn't done properly.
