Get some silicone-based rubber and vinyl treatment (Gummi Pflege or similar) and give them a good going over. It may help to do them a few times if they are really dry.
The silicone does several things...it softens and expands the rubber as it soaks in. It also cleans any dried gunk on the surface and it is waterproof.
If the seals are perished then replacing them is simple, as long as you have right ones to replace them with. There are channels in the car's body that the seals push into. A thin film of silicone-based hybrid sealant/ adhesive will help install them and stop them from moving once cured.
