Rev limiter

Noted rev limiter no longer present (stopped at 3000rpm when in neutral). Now can rev to red line. What could cause this and an uneven occasional idle when cold the idle rpm is low @750 with no choke which usually 1100 when this happens? Car is an 20i manual, thanks
 
Sorted rev limiter it was to do with shift indicator being disabled ie long press on the computer button on end of indicator stalk.
Any ideas on very rough idle when cold occasionally due to low idle speed what controls the idle speed and specifically the high idle when cold? Any sensors that could be faulty or something needing cleaning/replacing ?
