Rev dial broken

In my 53 plate Z4 my rev dial reads about 1,000 too low in the full range. When revving it increases correctly, but always shows about 1,000 rpm power than actual.
I have attached a photo of the dial with the engine off and ignition on. It sits off the scale.
The next photo shows the dial at idle, siting at -250rpm.
Does anyone know if there is a fix for this, or am I looking at a full cluster change?

Ive never opened the cluster up - but sure there are some threads about putting coloured scales /LEDS in - might just have imagined that though!

If you can get it open look for the simple mechanical dumb fix first - has the needle just moved on the spindle for example?
