removing thrust panel (reinforcement plate)

I'm trying to remove this plate #4, but after unscrewing all indicated screws it is still attached to the exhaust pipe somehow

what else do I need to do?

I'm sure i have had this plate off in the past, but a few weeks ago i tried to remove it and couldn't. it seemed to be attached to the exhaust or something else
I wanted to tidy and paint it
Oh well..

accidentally pushed the plate with unwanted force, doing something else and it came off

those rubber things got a bit burned to the surface of the plate, that caused my issue
