refund /PayPal issue

Hi,
I ordered something online (not eBay) through PayPal in October and cancelled it within two days and the seller said the refund would take 7 working days to process but it's been three weeks ago and I haven't got it back and the seller (business) is not responding to phone or email. The statement will be coming up soon and I don't want to end up paying the ~£500 then get it as credit later on my card.

How should I proceed the matter? I've not really used PayPal much so would starting a dispute be the right thing now or do I call my credit card company? Obviously as I cancelled within two days, the order was hardly processed or delivered.

Thanks Carol. I've been looking at it and it seems dispute is still dialogue between buyer/seller? So they probably wot respond again and I need quicker response now..
 
It says to initially open the dispute with the seller then they step in if its not solved.
Might be worth doing it anyway as it may push the seller into giving you your money back.

Either that or tell them we'll send the boys round. :)
 
Open a dispute, it puts in time constraints. If the seller does not respond PayPal will.

Also if the seller says you need to cancel the dispute before they issue a refund they are trying it on. Do not cancel the dispute until the money is in your account.
 
At least PayPal changed their terms now, as in my dispute the seller did not leave funds in their PayPal account and even though PayPal agreed with me - they could not refund me. They do now after the T&C changes.

The CC company behind my PayPal account claimed it back from PayPal though so that is your backstop position if PayPal is not playing ball.
