Real Quick part ID

I'm wondering what part the cylinder shaped item is between the washer tank and heat shield is. On start up it has a turbine sound and has gotten longer of a duration on warm up now. I'm wondering if it's something I should worry about.

Its an air pump to help get the catalytic converters up to temperature quicker for emissions - the UK cars didn't have them. Has it got colder recently?

Hey thanks Adam. It has gotten colder out yes. Just put the snow tires on last week figuring I shouldn't wait too much longer. I'm not sure if its louder or not or if I'm just paying more attention to it lately but its staying on for about a minute or so now. Temps outside are around 40s F for highs and I work afternoons so the cars in the garage till then.
