If the window is changed to a non-opening one, then the plume kit is not needed and can be removed.

It's not really about personal safety, more violation of a place that is our home. It's not nice to open a window and here someone talking about you, your partner or your home in the entry/exit way, to complete strangers. Also as he is quite aggressive, it is again not nice if you are accosted/shouted at/approached aggressively when trying to leave/enter your home. Especially when they threaten legal action and attempt to come at it from an "official" stand point to carry out the intimidation. If it was a straight physical threat, that can be dealt with.

We really are genuinely worried that he will cook up some sort of "emergency" or such like to get into the flat whilst we are away.

Nowt wrong with that flue. Personally I would tell him to F U C K right off but then I am a horribly aggressive little twat when wound up (which can have repercussions). Just let him waste his time with it. Other residents may be tolerating his approach at the moment but when push comes to shove I doubt many reasonable level headed neighbours would seriously take issue with the flue. He may well just end up showing himself up as a total nob cheese. It's a real shame situations like this develop in the first place, I really hope it gets sorted and does not escalate further.
 
Just ask him politely if he would prefer to put up and shut up, or have 40 Zeds revving outside his house every Sunday morning at 6am until Christmas, ....which I'm sure we can arrange (if you get the kettle on !) :thumbsup:
 
Even if I lived next door (which I don't)....and even if I still had my Z4 (which I don't)....

There is no way I would be getting up at 6am on a Sunday!

screw the z ill come in the westy, its 101db! then some one can have a little chat with hm in the back of a transit van about racism! cant believe the flues... i thought you were in some sort of major conservation area or summat! you can hardly see the damn thing nice and neat.
 
This is ridiculous. The new flue is less obvious than the old one.

OP, you have a clear case to report this tw4t to the police for intimidation. I would also urge you to get support from your fellow residents.

Above is my bathroom and below is a different layout. He hassled the nurse downstairs, when she had hers replaced about drilling a hole in the wall for her flue.

I should have asked though in my earlier question if any other flats in the blocks have external flues. If so you can ask them if approved by residents, any issues with Mr angry, etc.

Yep, everyone else has an external flue, but only a few flats have opening windows near the exits. This way they can have a standard flue without the plume kit. The ones that are near windows are either just at 30cm away or have been installed before the regs changed, although the second in command of the resident's committee admitted to our plumber that he knew some of the flues had been fitted against regulation/were illegal!

Apparently Mr D**khead has said:

"The job has been fitted for the boiler, not the boiler for the job."

Well the job was to fit the most reliable, safe and efficient boiler that I could afford, that would adequately provide heat from MY property, on the INSIDE of MY property, which WE own, to the latest safety regulations to ensure SAFETY for ALL residents.

It's been said here that he cannot enter your residence without committing a criminal offence.
Just let him get on with his rant and don't get into any discussions with him whatsoever. If he objects to something you've done which in his opinion breaches the terms of the deeds let him or the residents group write to you formally and give a full, detailed explanation.

If there is a properly constituted residents group, there will be a document available to all to show on what authority they act and no doubt all residents of the flats will be members of the group? If it is not properly constituted then it's nothing more than a vigilante mob and as such will have no authority.

I would suggest that you do absolutely nothing to change the installation at this time as he will see that as the thin end of the wedge and his intervention is having some effect. I think it will also indicate that you see that it may be wrong.

The racist/ethnic taunts are a matter for the police to deal with.
 
just as a secondary thought, have a look at any local green laws and statements by the council. things about having the most energy efficient boilers/windows etc. Maybe even the tennants association may have clauses about supporting green initiatives etc. it may be that you can hammer him with green policy that will back you up.

my sis got her windows though like using that, she kept getting knocked back for planning as the local council said they had to be single glazed sash. she threw the councils green policy in its face as it was in direct contradiction with itself and they backed down.
