Wow. what a prick....that new flu looks much neater than the old one, and yes, it does alter the appearance, but not in a bad way. That grey pipe going all the way up (down pipe for gutter?)...thats an eyesore!
See what you mean about the window, but I wouldn't want to lose an opening window just for him, unless you genuinely think you will never open it anyway, but even then, I wouldn't change it.
Seeing that, I definitely think he's using that as a smokescreen to get at you.

I think that the new flu is way less noticeable than the old version! Which confirms my opinion that the guy has another agenda. I think he should be pleased you've changed to a far less obvious installation.
I'm sure the police will take a sympathetic view.
It's been said on here before that you must keep a log of events.
Have you done anything that might have upset him in the past ?
Is leaving early for work, noisy bike/ car , parking, parties etc.

Nope, we've only driven the TVR 3 times, during the day. I wheel my bikes out on to the road to start them and we've only been in the property 1.5 months, and owned it 2 months!
We walk to work early in the morning, and he lives in a totally different block! Our next door neighbours were so concerned about how quiet we are, that they knocked on the door to make sure we were ok!

Cetainly no greater eyesore than the last vent, so reinforces what I said earlier that he has another agenda.
Out of curiosity why do you have a boiler there and neither residents above or below?
I'd want to understand the rules in your community about external modifications as that's what this guy will use against you.

I'm currently away, so don't have access to the lease, but I think it is a woolly statement about no changes to the exterior of the building.
The boiler is there as it's the kitchen. Downstairs is a different layout, their kitchen is on the other side of the building. We are upstairs as it's a maisonette (our bathroom). It's garages on the ground floor, 1st is a 2 flats, second and third are maisonettes with the living room and kitchen on the second and bed and bathrooms on the third.

He's a bully on a power trip , and I'm starting to suspect he enjoys his notoriety and the attention it brings , tell him to go f!!k himself and if he touches anything belonging to you , you will sort it out with him in his previously mentioned other way .
This is just my opinion but it is what I would do , it's the way I am , he's getting a kick out of bullying and for all the cops will warn him it will just do this
No trades man will go anywhere near that flue , he can't enter your flat with out it being illegal , just ignore him .
I've no doubt most on here will disagree with the above , but he's relying on you backing down .

You really need to get into the lease and understand the various covenants and restrictions. You are likely in breach of making an external alteration without approval of the residents, committee, etc. whether the new vent is better, less ugly or new legislation is an aside. That's what this arse will use against you. As many have said though he can't do anything immediate about it.
Just to show how powerful covenants are, a resident in my place in Spain added some glass curtains without approval. All bar one later agreed they were OK, but since one objected they are now having to be removed as the vote was not unanimous. The owner has wasted over €5000...
Separate the 2 issues of harassment and the boiler vent and get that proper legal advise you talked about.

Some are safety other aesthetics, access rights and all sorts of things.
Mine in Spain were drafted by the builders and adapted by the residents. We can sanction those who breach them, but needs formal votes at AGM or extraordinary meetings.
They are for the benefit or all owners as a group.
Imagine if one owner decided to paint his apartment pink or build a 2 metre balcony, etc.

But as above I recognise that it is two separate issues. I'm happy to try and sort the boiler flue and I do need new windows, but I don't accept his behaviour.
Thanks to all of you on here for being supportive, it's tough working away and being cut off from the situation. Also being a first time buyer we have felt quite isolated.

For the avoidance of doubt, if it is a leasehold or freehold if he enters without your permission that is a criminal offence. He's just spinning you a load of BS.
