Worst accident rates are for the age group 17-24. The over 90s are surprisingly safer than most other drivers. Any driver who is deemed to have been more at fault in an incident can be ordered by a court to resit/sit a learner driving test, including a Theory test. Also maybe in these out of the way areas if people were not so self reliant, buses, taxi firms or uber would move in and set up business, or local shops would open back up to serve those people.
