Only a government agency would assume that the folks who are allergic to peanuts don't know what peanuts look like. That's why I live in fear after Obama care was passed into law. Numpties like this are going to make health care decisions for me? I should just shoot my self and get it over with. 
The head of the FSA should cut the top of their head off and show the public what's inside. With the statement that this is what a peanut looks like.

As to "If you have an allergy to peanuts, please do not consume this product and return it to your local store for a full refund", it should read
"If you have an allergy to peanuts, please feel free to consume this product if you are really that stupid. Should you wish to return this product, a member of staff will be happy to tell you what a prat you were to buy it in the first place!"
