No Crank, No Start, Codes 281C, 281D NEED HELP!

Hello everyone,
Specs:
2004 Z4 3.0i, 6spd manual. US spec

I am having issues with no crank and no start. Plugging in my scanner, I get the codes 281C and 281D. I've read the forums, seeing most people just had issues with starters/alternators, so I replaced them because they're 17 years old. After getting the new starter and alternator in, which I ordered from fcp euro, I still have no crank. I then switched out the ignition switch with a new one, and still no crank. I'm also now looking to buy a clutch safety switch to see if it's truly that, but I don't understand what codes 281C and 281D are, limited info that I can find.
I had these codes before, but was still able to start the car. All electronics work, lights do not dim when i try and crank the engine. Measuring the battery with a voltmeter, it reads 16V +- .5V, same numbers when measuring at the engine battery terminals with ground and aternator postive cable with chasis ground.

What i've replaced:
* Alternator
* Starter
* Ignition Switch

Will replace today:
* Clutch safety Switch

That was one of the first posts I read through. I dug through all of it, still no fix atm.

Take a look here same codes, cause was duff positive battery cable connection that had slid out and making poor connection hence no start. Link explains fix.
 
16V is very high for battery voltage - if that really is true you have a regulator problem on the alternator. More alarmingly if you can't even start the engine then this voltage is very wrong if measured on the battery at rest.

Nevertheless, if you can measure it at the charge points under the bonnet that confirms fusing and wires prob OK . I suspect it is an immobiliser issue between key and EWS module.
