New part problem? Asking for advice opinions

Hi, I've lurked the forum for info on a regular basis with positive results for quite some time.

I'm soliciting opinions on a part I received that I'm apprehensive about installing.

I bough a new Peirburg electric water pump and upon opening the box I see visible scorch marks and an burned electronic smell. I contacted the seller and expressed my concerns. The seller states this is normal. Being in QC at an electro mechanical defense contracting business I'm concerned about what I see but I have no baseline to go by. I figure that you knowledgable members could educate me please.

How reputable is the seller? Is it a big company with lots of positive feedback who you can trust, or an individual perhaps trying it on having damaged the part?

If the former I'd accept, latter return it.
 
Here is the real problem I'm having. This is the reply from the seller below after my stating that the scorch marks and burned smell raises concerns.

BTW I send the seller the same pictures I posted here.

please ship the item back ,since the part is brand new and those mark and smell are normal, the part is factional , we will refund you less shipping ($ 13.00)and handling fees ($ 11.00 ) and 10% restocking fee ($ 27.00) , after we received the item we will issue $ 219.00 with in 3 business days,
thank you"
 
BTW I don't want to bad mouth the seller if this is a normal condition that this part would arrive in. The box was a new unopened Peirburg package.
 
Seems like a simple choice then:
Try it and see if it works
Send it back and accept the costs (outside of UK so cannot do anything about it)
Call the seller and ask for guidance

I'd do the latter as I've purchased tonnes of kit for Jeeps and assuming US they are very helpful
 
Are you in the UK?
If that's the line they wish to take then ask for proof that all items arrive like that, I am skeptical.
 
I shipped the pump back to the seller yesterday. I started a return process through eBay even chatting with eBay on the phone and having them view the photographs. I'm told that on a return for issues such as this that return monetary deductions are not allowed. It remains to be seen how this will play out.
