How much are they charging these days? *hopes for own sake that it’s a massively unjustifiable amount so I don’t end up having mine done too* (although past experience says the price will be entirely reasonable and then leave me in a quandary ;-) )

It's always the nut that holds the wheel that causes the problem.

Just keep torquing it up, put all your might into it, and before it shears, stop.

IIRC from when I did mine its 46ft/lbs or 62Nm. Check with TIS first though

One last question though. The metal plate that holds the airbag to the wheel, should all three bolts be screwed tight?
I only ask as they are all sprung loaded and look like there should be some play there. I can't remember what it was like when I took the bolts out

OK. So answered my own question, the three bolts that hold the plate down do need to be screwed all the way in. This plate is for the horn as well and when screwed in, there is a small amount of play as you'd want.

All back together again.

These are the bolts that need tightening up (sprung loaded for the horn mechanism)

I found that there's a "sweet spot" for those bolts. If they're too tight either the horn won't work at all or it will require a very hard push in specific places for it to work. I slackened them off until there was the same amount of play in each.
