Need some advice on the Heater Actuator

I recently purchased a 2003 E85. It has multiple things that need fixing but I am whittling them down.

One of them is that I don't get any footwell air. I get air out of the vents and through the defroster, but not in the footwell. When I turn it to the footwell, I can hear back pressure, like all the vent flaps are closed.

I am assuming it is the actuator. It is not opening the footwell flap to let the air out.

My question is, how do I change the actuator?

Is it on the passenger side, in the big heater box? Based on the parts diagram I looked it, I think it is actuator 3. (but this is a diagram from a right hand drive, so I am not sure)

Do I need to take out the airbag to get access, or can I just follow the cabin filter instructions and access the actuator?

Any chance anyone has ever done a DIY?

So I pulled out my air filter and looked through the slot. I could see the actuator change from Vent to defroster to Floor. The actuator seemed to be switching properly. This makes me think it isn't the actuator.

Does anyone know if there is one flap, or three flaps in the air direction system? I think there are 3 flaps because you can split air between the different areas.

Does that mean my floor flap is broken or disconnected?

Anyone know how I can access the flaps?
 
Mine doesn’t have heat coming out of the passenger side feet. Others on here say it might be that the cooling system needs to be bleed. Could try this.
