Mystery Hole in My Rear Quarter

I'm the second owner of a 2004 Z4. The car has been nothing short of great, no problems. Though when I brought it the CarFax report said it was in an accident - no details specified, other than that it was a corner hit and the airbag was not deployed. All my checks at the dealer came up clean. Everything looked fine and the car drove great, straight and didn't appear to have body work. Since then I've noticed slight paint issues on the rear quarter where they masked right behind the driver door/front of the rear quarter. That aside, I noticed in my trunk (sorry, "boot" for you Brits) a hole on the quarter panel. My question is this just a missing rubber grommet or was it perhaps drilled by the body repair guys?

As NFS - made by the body repair guy to cain access to the 'dent' I would guess. Suggest bare metal be treated/painted and suitable rubber grommet be fitted to fill.
