Make sure the new coil pack plugs are firmly seated.
I had the same issue after replacing plugs and coils and after refitting the coil plugs a second time (new ones don't seem to "click" on like the old ones) the problem was resolved.
Long shot, but a quick, easy and cheap check.
I hope you get this resolved quickly as I know how frustrating this can be.
Swap the coil from cylinder 2 onto another cylinder & see if the fault follows the coil, if no difference then do the same with the plug.
If it’s still on cylinder 2 try swapping the injector, then look at a compression test :?
