whilst its a worthy aspiration, I cant help thinking that it was a slow day in the law making office, Bankers to regulate, retailers to behave responsibly utility companies to stop burning forests to make electricity purely to gain government incentives ? nope gotta get them middle lane hoggers ...

I seem to remember, when motorways were new, that the recommendation was:-
Inside lane - slow traffic
Middle lane - faster traffic
Outside lane - overtaking only
That seemed to work OK. However, as a one time USA resident the free for all overtaking inside/outside whatever works as well. Seems it don't matter as long as everyone knows the rules!
