Used to have the same thing with BBS alu caps and the brass valves...and that was the 90s, so not like it's a new phenomenon.
The so-called detailing experts, who claimed to strip & clean their wheels every week, couldn't explain why the valves were stuck on...probably because they never bothered removing them every week to check the pressures as they were more concerned with looks than safety.
The solution at the time was a small rubber was simply to loosen & re-tighten them once a month to keep them from seizing.
