Mains Water Pipe Insurance - Reply back STWA

I thought I would share this in case it affects you or thinking about this type of insurance.

I received yesterday from Severn Trent Water a letter and a fancy pamphlet inviting me to take out a plumbing/drains and mains supply pipe insurance policy with a company called Homeserve for 9 quid for the first 12 months and then 96 quid per year thereafter. I currently have a similar policy with British Gas called Homecare400 which covers internal plumbing only and electrical repairs as well as the gas boiler annual service and repairs. This costs me £34 a month and has paid for itself in the past on the boiler and central heating pump.

The reason the letter from Severn Trent interested me was they are making great play on your responsibility for the mains water supply pipe from the boundary of your property to the property itself and that the insurance they are offering via Homeserve will cover any leakage repairs etc. Back in 2011 our mains water supply pipe burst under the centre of the house just under the floor and found out it was not covered by the British Gas plumbing policy I had as it excluded the mains supply pipe to the house. My general house insurance also wouldn't cover any repairs as it only covers for accidental damage to any mains pipe and they concluded I wasn't covered as it wasn't classed as accidental.

Anyways back to the Severn Trent offer of taking out insurance on the mains supply pipe. I did some digging on the internet and came across an OFWAT report entitled "Service and delivery – performance of the water companies in England and Wales 2009-10" I think this report was compiled at a time when we had a period of drought in 2009/10 and the water companies were dragging their feet in affecting speedy watermains repairs.

If you look at page 60 of the report there is table listing the water companies together with their free supply pipe repair policy. For Severn Trent it says for external leaks "Free repairs on pipework is offered for both domestic and non domestic consumers conditional on: it prevents leakage; there is ready access; it does not interfere with structures/buildings; pipes of diameter of
32mm or less.

So basically from how I see it they are pushing you to take out potentially unecessary insurance when in fact they are obliged to undertake any leakage repairs outside of your property within your property curtilage for free. There is no mention in the blurb they sent me in fact the opposite that its your responsibility to affect any repairs and with subsequent cost. This particularly anoys me as it can quite plainly play on the elderly and vulnerable who would otherwise take out this insurance and being non the wiser.

It kinda smacks of PPI insurance.

I have e-mailed Severn Trent Water and awaiting an explanation.

If you notice on the letter there is an animated diagram showing an excavator in a garden with the water pipe going from the property curtilage to the property and quoting it costs on average £422 to locate and fix a leak, but no mention they would do this free of charge if the OFWAT report is correct.

There is also a bit on the internet criticising water companies for pushing unecessary insurance on consumers as they get commission in doing so. I'm guessing in this case they will get this from Homeserve for every policy taken up as a result of the Water Company sending its letters out to its consumers :x

Good work there with the research,we've used the Homeserve policy several times as we've a lead pipe feeding our house and 3 others in our row......always bursts in our grounds unfortunately.
Subsequently found out that our present policy for building & contents covers the mains water inlet pipework.
All our internal pipework is under the floor level and easily accessible so I'm able to repair that myself if required.
Will be interesting to read reply from Severn as I also don't like to hear/read of people being "exploited"
 
That's interesting Tim. I'm with Severn Trent but haven't had this letter yet. I had some issues about the external stop tap 3 years ago (ie no one could find it!) but they eventually admitted responsibility and came and installed a new one.

It's a bit worrying that phrases like 'there is ready access' are included, sounds like a catch all to absolve them from any responsibility.
 
I'm not holding my breath with regard to a reply from them but its interesting what the OFWAT report says. I don't think Severn Trent will be pleased that I e-maiked them a copy :lol:

For my own requirements if the water mains is covered for free upto my property wall then great, however my mains pipe runs under the Bungalow and comes up in the airing cupboard in the centre of the house so for the length of pipe under the house I wouldn't be covered of course unless I take up the Homeserve policy which would cover it. I was pretty unlucky with the mains bursting as the only reason it did was when the house was built in 1971 the builder didn't use a pipe bender :o It looked like the pipe had bent over someones knee which had kinked it. It lasted 40 years and eventually popped on the kink. Luckily as the burst was just under the floor it didn't flood the house however to get at it the hot water tank along with the floor all had to come out. I had to go through 3 plumbers before I could get one willing to do the work at a cost of 1700. Think I would be unlucky for the pipe to burst again :?

Well, had the following reply back from Severn Trent and it looks like they stopped doing free repairs in July of this year :( I guess hence the push to persuade consumers to take out insurance.

Thank you for your email.

By law, the owner is responsible for maintaining the pipes running under their property, garden or driveway that supply their property. This means that if there is a leak from any pipes within the property boundary, the responsibility for making a repair falls to the property owner. In some circumstances, responsibility may extend the property boundary.

Until July 2015 we offered, as a goodwill gesture, a free service for private leak repairs. Unfortunately we can no longer offer this service and OFWAT are aware.

We do have a team who will still help and advise customers with regards to leaks on private and where the leak is non visible we will attend and confirm if the leak is on private or from one of our assets.

I have advised the relevant team, who will liaise with OFWAT to ensure there website is updated to reflect the above.
