Depends on what you're using it for. They both have the maximum 16GB ram (which is the main thing I upgrade when buying a Mac) so unless you're doing video editing then the 2.2 really should suffice. In fact more than suffice, it'll be a beast of a machine!

They also qualify for discount! Don't get too excited tho as its not a huge amount!

I would suggest buying the best you can afford, Mac's last for years and that extra cost spread over 5 years will repay you many times over. However the 1Tb disk is a whopping £400 extra, so personally I would go for 16gb Ram, 3.1 processor and the 512 hard disk this will cost you £370 over and above the base spec, but the Ram is a no-brainer and the extra processor, although not totally required, at £170 is worth having. Then if in the future you need more disc space you can use one of these.

I hope this helps!

Saved about £600 on my 5k iMac - which enabled me to go for the faster CPU, GPU and larger SSD.
In one case - the first one I bought - I got a free upgrade when it arrived (it had a 512gb SSD in it instead of the advertised 1TB HDD).
Choice can be a bit random, but just keep checking - and don't be afraid to check out the refurb store on other EU Apple websites as sometimes they've got more on offer, at different prices.
