I ended up using tin snips and cutting the cover off, which was a right pita, and took and hour and a half! Left it off for now, will get my Indy to put a new one on. Aluminium cover with steel bolts will always rust through, a plastic cover would be far better.

I assume you do mean brake caliper and not carrier? Could you not remove the brake disc and then slide the caliper off the bolts? i.e. push the whole caliper further into the car till it disengages with the long bolt things? Once the brake disc is off you should be able to push it off. This will give you getter access to get the bolt off? After applying easing oil, etc.
