Locked Passenger door

When I use my key fob or center button the drivers side unlocks normally but the passenger side door lock button pops up and down twice but doesn't go all the way up. I try both the inside and outside door handles and can't open the door. The door lock postioner is up about 3/4 of the way and very hard to move. Door will not unlock and therefore will not open from the inside or outside. Pulling the inside handle does move the door lock positioner but will NOT fully unlock the door. Please note the 2004 Z4 does not have a passenger side key slot to unlock with a key.
 
Welcome to the forum.
As Stuart says, sounds like a duff actuator.
Your problem now is going to be opening the door to replace it.
Try unlocking with the key while someone grabs the knob and tries to hold it up.
Or try unlocking while someone pushes the rear of the door inwards. May take a bit of pressure off the latch and allow it to stay up.

The other thing it could be is if the cable from the inner handle is trapped or not able to move freely inside the door for some reason. I had this a while back but luckily with the door open. If the inner handle operating lever on the actuator is stuck then it causes a sort of mechanical lock inside the actuator and it won't undo.
