In the past whenever I used a dealership, I always told them to wash the wheels only and not to touch the paintwork. when they did it, always came out clean and shiny but covered in swirls when the sun shone on it. Exactly, dealer only uses very strong chemicals with sand paper like sponge to wet sand the car.
