Better to let them all juice up all they like,that way everyone knows where they stand (joke.. sorta)
Cycling has had a bad reputation for a long time, especially in the early days of these allegations, so my gut feeling is be probably did cheat, as did a lot of the others. That said, if the tests couldn't pick it up then according to the rules I don't see it's fair to punish him. If you say something is illegal then surely you must devise tests to prove one way or another if cheating happened.
From what I gather he was accused of blood doping (correct me if I am wrong), which would not have been picked up in any of the tests done at the time.
I was never really a fan of his but there is a certain stench to going back so far based on what people say... what next, stipping Ayrton Senna of some of his titles based one interviews with other drivers?!

I sure hope the UCI continues to help out Mr. Armstrong. Unlike the USADA. At least the UCI doesn't appear to have their head firmly planted in their backside.
Here is the type of attitude Mr. Armstrong is fighting. We once had a giant gas bag of a politician named Ted Kennedy who once famously said "the seriousness of the allegations warrants an investigation" This is a very prevalent attitude among the policy wonks, Various government/ nongovernmental agencies. No evidence is needed. Someone can just make stuff up about you and the various agencies will come after you. If you resist. They will then say. If you don't have anything to hide you don't need to worry about our unconstitutional warrant less investigation. Or they will automatically assume you are hiding something.
