Installing front licence plate holder

Bought the car outside of my area where front licence plates are not needed. Due to overly strict regulations where i am, i now have to install the plate on the front. Anyone have "official" instructions on how to do that?

Do i have to drill into the bumper? What tools and parts do I need?

I don't suppose I just drill into the plastic bumper and screw it in??

update:

a couple months after installing the Skene Design licence plate holder, happy with purchase. looks a little cheap and flimsy, but actually does the job as advertised. having a 2nd person with you when installing will make it much easier and most likely a better install job. u will need a 2nd set of eyes to make sure it's centered and having another set of hands to hold it in place while you are screwing things together helps as well since as i said, it is quite flimsy while you are putting it together. total install time is 30 mins or less. :thumbsup:

inTgr8r, we can't all be as cool as you! I asked two different cops about that. One told me he'd pull me over for it because he didn't like it, the other said he'd only bug me if he'd already pulled me over. What cracked me up is the first guy, who i've know most of my life, had one of those Chevy USA 1 plates on the front of his truck. He never saw the irony.
 
i have already been pulled over for the most useless reasons like having my licence in the front window vs. on the car. it's not like i'm trying to mess around w/ the law or anything, just don't want to put any uncessary holes in the car. when i has the cops why we even have to have licence plates up front here, when many states in the US and some provinces in Canada don't need them, they were left speechless and actually agreed with me. but then again they are just collecting gov't money for doing their jobs
 
so anyhow, would rather just stick a plate on the front of my car and get them off my back so they can concentrate on more important things like perhaps stopping murderers and drug dealers from doing their thing.
 
If my car didn't already have a front bracket installed, with three screws :censored: , I'd probably go with this solution:

f-n-i, yes some damn cops just don't know what their true purpose is supposed to be. something about protecting and serving right? i don't see how stopping someone for a licence plate in the window vs on the front of the car is "protecting and serving"

the province right next to us, Quebec doesn't require a licence up front at all. i'm not sure how many states in the US don't need them as well. are those places so much more dangerous to drive in because of the missing plate up front? whoever came up with that law should have their head re-examined :headbang:

those who inforce that law :thumbsdown:
