BMW probably include spark plugs to up the charge and then dont change them. Most people would never notice or check otherwise you would do the job yourself for a fraction of the cost. My car came with a full BMW service history a couple of years ago but was still running the original air filter (they are date stamped) which was filthy. Servicing is easy money for the dodgy dealers.

My service schedule also shows spark plugs replaceed at Inspection II.
Personally I self service - there is very little on the schedule that isn't covered by the MOT Test and it's all easy DIY items.
e.g. Insp I -
Check the lighting system
Check instrument and inscription lighting and heater blower
Check operation of horn, headlight flasher and hazard warning flashers
I'm not paying someone to do that... there's actually very little work carried out.

I'm personally not someone who sees benefit in something like this on an older car, mine is 2004 and I've just given it the second service in my ownership, and a whole lot more than what's included in inspection 2 has been done for a lot less than BMW would charge.
Of course I'm quite happy to dive in and get my hands dirty, 8 actually quite enjoy it. I also have the benefit of a friendly MOT tester who I've used for years, so he always gives everything a check over when I bring it in, far beyond the scope of the MOT checks. Fortunately never found anything I hadn't seen myself.

Inspections are literally just looking at things to make sure they're not broken. Pretty much another mini MOT, in between normal oil services.
I only pay for the inspections because I like the service book reading correctly. Don't think I'll bother next time though, it's simply not worth it on an older vehicle.
Regarding spark plugs on inspection 2. My indy says the spark plugs are changed, but on my invoice it has no mention of them being paid for, yet the type of oil used it on there, so either it's included in the price of the inspection, or they didn't change them last time.

Cost of parts(i.e. engine oil and filter, air filter, pollen filter, spark plugs, coolant, brake fluid, differential and gearbox oil with new drain and fill plugs) was £180. I shopped around for special offers but didn't buy anything cheap and nasty.
