Out of interest who foots the bill for these recalls? Obviously i expect Toyota in this case will foot a fairly large amount of it, but you would think the part that failed is an outsourced part? So surely they can pass on some of the costs?

I am not sure this is the case. When I read your post I thought I may agree with you but having checked the link, the Toyota recalls are all directly related to what you could term a safety critical system.

Brakes and duel delivery (fire). If there were to be a death as a result of any of these issues and it could be proven that they were aware and had not acted, they would be ruined.

BMW are just seemingly lucky that their vehicles issues are not directly safety related so they can get out of doing a recall - e.g. N47 diesel engine timing chains or direct injection petrol NOX sensors, etc, etc.

'Sticky steering'.... always strikes me there could be a safety issue there.

Had a Break hose issue issue with my mk1 Primera, years ago. Nissan simply recalled the cars, via a letter explaining the problem and where to take your car, fixed them, and passed them back. No quibbles, no fob offs, just simple safe customer service. :)
 
The steering on my z4 was an accident waiting to happen. I'd say alloy wheels cracking is rather unsafe as well, an other thing modern BMWs are renowned for.

BMW piss me off with their "product enhancement" crap and complete denial of widespread issues.

Toyota have had a hell of a lot of major recalls in the last few years. I believe many of their cars are made in a factory based in Poland where they also make French cars so that might explain it.

I work for a tier one automotive supplier and yes they will pass the costs on and the rest, consequential loses etc.
