I need help determining fastener

I need help with attaching Part #14 to Part #1. I know the panel snaps in place on the top but the screws that attach the bottom have nothing to grab onto. I do not remember any clips, nuts , or anything on Part #1 for the screws to go into when I disassembled it so I asking for any help that the group can provide.

Just checked. It's held in place at the bottom by 2 plastic screws which will just spin very easily if done up too tight.
 
A little history...

I took the trim pieces off last December to exchange my aluminum trim with another person. It was cold and dark and in the end I was not the happiest camper so fasteners got dropped only to be retrieved later. Last weekend, I took the car out of storage and put everything back together. Its amazing how much more fun it is to be working in warm weather and sunlight! These are the last two fasteners. I do have 2 metal torx sheet metal screws remaining plus 1 phillips head (no idea where that goes) but the torx screws just slip into the hole as if they are too small or there is a clip nut missing.

Realoem usually helps me out by showing the fastener part number next to the trim part but not this time.

OK - let me be clearer having just checked my car.

Mine uses 2 of what looks like part 12 that push in to hold the piece in place and 2 small metal torx screws (look like part 7) to lock '12' into place.
