If you look at the two pics I posted you can see the brass pin. The first pic shows the pin in its correct position once freed, it should be proud of the pump body and move freely in and out.
I did find that when installing the pump in the boot you have to be really careful with the bowden cable just a small amount of cable tension and the pump pressure is released. After installing and then finding the roof wasn't working I was in two mins to take the cable off altogether but with a bit of pulling on the outer cable I managed to get the tension off the bowden for it to work.
I doubt very much that the pump isn't working, they get so little use to wear out, just make sure the pin is really free and moves in and out with ease, plently of wd40 does the trick and then oil with hydraulic fluid to stop it happening again.
