I'm not sure about the regulations but I do know that Alpina's don't have headlamp wash even though they have Xenons and they definitely don't have the manual adjuster for headlight angle because of the auto system onboard. I'm fairly certain that every UK car I known of has some kind of adjuster for the headlights whether it's a manual or auto system.

Maybe Alpina are excluded from the headlight wash regulations because they are a low volume manufacturer? Who knows!
