Horn stopped working, keeps blowing fuse

Any idea what it can be?

Dealer says electrics probably damaged, inevitably not covered under warranty...

If it keeps blowing a fuse then there is a short across the +ve and -ve into the unit. Why should it not be covered by the warranty?
