Many choose to ignore the rules but ALL aftermarket HID's are illegal, since the only one's allowed in the UK are those fitted OEM by mnufacturers. New MOT regulations from late this year are rumoured to fail them although so far I've only read MOT discussion not how the stations will check and implement it.

Of course to fit them manufacturers have to have other criteria met such as self levelling, headlamp washers, etc.

In terms of dipped and main you can only do that by putting HID's in the dipped and flash to pass location as a true HID uses mechanical shutters to crop the one beam.

No idea on that kit - others I'm sure will comment on those they have used
 
What cj10jeeper says is spot on. I'm maintaining an interest in this as I have HIDs in the dipped position (purchased from www.hids-direct.co.uk) and are illegal due to the lack of self-levelling. I've taken care in how they're set up and aligned and don't get any abuse from other motorists about blinding them, etc (I get very occasionally flashed for the properly-aligned and completely legal Philips Xtreme +80% bulbs in my van, but not the HIDs in the Z4 - must be the higher position of the van's headlights), but they'll have to go if they're going to be an MOT failure...
 
We have the same problem in France with our version of the MOT : HID headlight are only legal when installed with leveling unit and washers.
But i do not know how the technician checks for the presence (and "workability") of the leveling unit and the washers. Well, for the washers, it should be rather obvious... :p
