Help with IPA

So i have been reading a lot about IPA being used after polish to remove the excess from the paint before wax. I went out and bought some IPA (iso propyl Alcohol) and diluted to under 40%. When i sprayed it on a smooth surface and wipe off, the surface becomes 'sticky' like there is no detailing done to it. Have i got the wrong substance? is the sticky rough feeling correct?
 
are you using a polish such as autoglym super resin? if so, it contains fillers which cover up light scratches. applying IPA after this will effectively remove all that, i believe.
 
40% is to strong I believe. Have a look here

Can't see the point doing an IPA wide down after applying polish as you've just undone all your hard work.
