Heater/AC doesn't turn off completely

I have a 2003. I have been having a lot of problems with my AC unit. I have the manual type system.

If I turn the blower off completely, fresh air still enters the cabin (blows with light force) through the vents. Therefore, if it is summer: hot air blows in and if it is winter: cold air blows in regardless of the heat/cool knob. I've also tried turning the air to "recycled" before turning the blower off to see if it closes a vent somewhere. This doesn't work either. It will also blow through the upper and lower vents depending on switch position.

Basically there is ALWAYS air being BLOWN into the cabin regardless of the blower switch position. Air is being forced into the cabin while I am moving. This doesn't happen when the car is still. It seems like the fresh-air vent is partially open ALL the time. Is this normal?

That is quite an intriguing issue. I'm kinda curious if you happen to find a solution on that problem. It seems that the air being blown is just coming from the outside as you mentioned that the air would depend on the weather. Have you check any part within the ac that is failing like fan, evaporator or something else. It's also possible that the blower switch is not functioning properly. Anyway, hope you could tell me what happen and if you were able to solve it, can you please share what did you do to fix it because it might come in handy when I experience this kind if problem.

Hi, sorry if this is just me being thick and not fully understanding the issue, but can you not just close the vents with the wheel controls in the dash?
