Headlights

This might sound like a daft question, but on high beam do all the headlights light up? I assumed that this was the case - one light on for dipped beam and the second one (spotlight for distance) lights up when on main beam. However, tonight I noticed that it's only the outside light that works on main or dipped beam. Does the inside light not work? if it does how do you get it to go on?
 
Not sure about all Z4s, but the inner ones on the facelift are either blanks or flash-to-pass halogens depending on the country. But they don't stay on all the time. Seems like the E89 is the same.

The outer xenon headlights do both low and high beam. Inner lens are only for dipped lights with halogen bulbs (H8).

I thought that all E89s had Xenon lights. The lights on the E85/86s (some have halogen) are different from the E89s so it seems strange to have inner lens and not use them.
