Headlight Washer Won't Retract

I've gone out to my car this morning and found that the headlight washer is stuck out from the bumper, driver's side only. Tried pushing it back in but it doesn't really want to budge (snapped the trim cover off in the process ).
Not exactly cold atm so can't put it down to cold weather...I've had the bumper off recently so could have disturbed something but seems strange that this would cause it to stick out.
Anyone have any ideas??

They rise on water pressure from the pump so the fact that it hasn't gone back down would suggest a blockage.
