Headlight polishing - tarnished again

A long time back I used a hand polishing kit with wet and dry to try to clean the headlight lenses. To be fair they came up ok, but over time they've started to look very scruffy again. Using a little polish when washing the car and they come up cleaner but again after few weeks the hazing is back.

For those that have polished their lenses, do they stay tarnish free? If so, how??

The kit came with something to apply but clearly didn't work. Forgive my ignorance but wax is temporary. How often should they need repolishing and resealing?
