Headlight not working

Hello, I have a 06 Z4 Roadster. I changed the light on the drivers side and didn't get it sealed. Condensation & water got in the housing. I took out the ballast and hooked it up on the opposite side and it worked, I did the same thing w/ the headlight and it too worked. What could possibly be wrong? Any ideas? I am open for suggestion. I have the back off now letting it air out. :?
 
When you say ballast, are you sure you swapped the ballast not the igniter on the back of the d2s bulb? (Not being funny, but most people dont even know where the ballast is) The ballast is pretty much toast if it fills with water, so would be my number 1 guess.
