Headlight function

Ok stupid question and I'm braced for the sniggers and rolling eyes but what is the inner headlight on the E89 for? Mine does nothing but have the halo ring illuminated, is this It's sole purpose?
 
I think the e85 had the main beam going out of there but where these are xenon lights, there is only one bulb, so the second halo is just to maintain the character of the e85 in the e89 it seems! There was a thread about this a while ago, I hadn't really thought about it until I read that!
 
You'll notice this in most bmws, xenon lamps and two rings per lamp unit.

Led lamps however do use both rings/lenses as they're usually adaptive, one static, one moves.
