Headlamp beam adjustment

Sorry not been on here for ages. Ive wanted to adjust the headlights up a bit but the adjusters won't turn. Are they cream crackered or could I somehow lubricate them. The lower one seems to be encased where you can't feel the gear wheel
 
There are vertical adjuster screws at the top of the headlights that you can access from under the bonnet for convenience, however these just remotely operate the actual adjuster screws on the back of the light via come sort of plastic gear and flexible shaft arrangement. I’ve read a few posts where the top adjusters have been buggered up by previous hamfisted mechanics so in that case you can take of the upper access panel in the wheel arch to directly access the other adjusters.

I’ve not had to do this adjustment myself yet so can’t describe any further detail.

Sorry for the slight hijack, but does anyone know the correct way to turn the adjuster to raise the headlights? It seems a popular way to increase the throw of the halogen lights, but do you turn them ACW or CW from the perspective of facing forwards towards the car bonnet?

Point the car at a garage door or wall with the lights on and adjust, you'll see which way raises the lights and you can get them even too.
