Hardtop Fuse #25 has blown a second time

If they haven’t already been changed then I’d be looking at replacing the 2 “salmon” relays and as you said checking all the wiring around the roof motor for any possible shorting.
 
I had replaced the two salmon relays a few months ago. I checked the three solenoids and all measured 15 ohms so no obvious problem there. I also measured the resistance of the roof lock/unlock motor from the TCM plug while tugging on the wiring to see if I could generate a resistance change. No luck. I'll recommend my friend either live with this intermittent problem, replace the TCM, or sell the car.
