Fuel level problem

I'm having a problem where I'm filling the entire fuel tank up but on my dash gauge it say that I'm only about 75% full. What is causing this? How can I fix this?
 
Are you positive you're actually filling it completely? When I first got my car I noticed this and it was because I had the fuel nozzle at the wrong angle when filling.
 
When filling mine with fuel it constantly "clicks" off saying its full when i know for a fact it isnt, i found that by holding the nozzle upside down it doesnt "click" off as much. saying that though ive over fueld twice now becuase ive been unable to tell if its "clicked" because its full or its just been a pain!
