Wasshed the car this evening and noticed a larger gap than usual between the front offside light cluster and the valance. The whole thing seems to have dropped about 1/2 cm. I haven't hit anything and no evidence to suggest anyone has hit me. Will have a look in better light tomorrow, but is it held by clips which may have broken?

I assume you mean the front bumper cover. It's held in place by a plastic bracket that clips one time only into the metal wing then the end of the bumper cover locks into it.

Let me clarify
If the vehicle has been in an accident or light unit removed then you need to also be looking at the position of the light to ensure that is correct. If the bracket I reference is at fault you will see a wider gap along the butt joint line between the wheel and light unit where the plastic bumper joins the metal wing.
If that is tight then it's the light that is out of position or possibly other part of the bumpoer cover. Check all the gap lines to bonnet, etc.
