Yep, it's to avoid letting the cloners become too lazy. They could easily walk along the street and look for a car they want to clone, or they could sit online and do it LOL. Thieves nick an car, find another identical car that isnt registered as nicked then give the nicked car the 'clean' cars plates.
Means the nicked car will not ping up on ANPR as hot
