Not exhaust-blow, no, but they can still shape the air to the diffuser passively.
It's a good question though, because I thought that exhaust blowing was key to "sealing" the rear diffuser to allow it to work at even higher rake angles than would be possible otherwise. Without the rear diffuser in play, increased rake just means a slight increase in ground effect from the front wing and floor, which might not pay off the additional complexity in the way the car needs to be set up.

Doesn't the increased rake cause a low pressure area under the rear of the car sucking it to the ground ?
