Assuming yuou don't want to just tack weld it on then I'd drill both the tip and the end of the exhaust tube where the original screw was. Tap them both and use a small stainless bolt. This will be a lot better holding the 2 parts together, rather than than a nasty self tapper/screw crudely pushing them apart so opposite faces friction hold.
