Corvette has a system called Active Handling which included a setting call, "Competitive Driving Mode"
In that mode, the Active Handling system remains fully-functional measuring steering, yaw rate and lateral acceleration inputs as well as applying individual wheel brakes as required, but the traction control system is disabled, allowing for some wheelspin and oversteer that skilled drivers often find beneficial in competitive driving. My guess is the individual in the right hand lane put his car into the Competitive Driving Mode which allows wheelspin and oversteer. However he lacked the skilled driver requirement. I know that there is often discussion on the Corvettes forums about exactly how the various setting work and what settings you should use for what result.
