However, this is I would suggest, NOT technically grammatically incorrect.
I suspect it is, but in explanation by way of example consider the following;

Tarquin, took to the courts to resolve an egregious issue regarding his silver pocket watch. infers an old-fashioned but still-used style of grammar. The only missing word from your example is 'the', which would still be acceptable as a news headline.

Most of those headlines can be read multiple ways - hence the outrage when it doesn't turn out the way you expect.

e.g.
Union blasts East Durham College claiming staff are being forced on-site
Does this mean they're being forced to go on-site, or that they're being forced to 'do something' on-site?
Everything I have learnt after writing about County Durham
Are they telling you what they learnt about County Durham, or what they have learnt in general since the specific act of writing about County Durham?
